The concept of bellum iustum, or just war, is based on the idea that a war can be morally justifiable under certain conditions, such as self-defense or defense of others. Whether a war is just or not depends on the specific circumstances and the principles of proportionality, discrimination, and probability of success. However, the application of these principles can be subjective and open to interpretation, leading to debates about the justice of a particular war. Ultimately, the determination of whether a war is just or not is complex and can vary depending on individual perspectives and ethical frameworks. **

The phrase "si vis pacem para bellum" translates to "if you want peace, prepare for war." By demonstrating strength and readiness, a country or entity may be able to prevent conflict from arising in the first place. Therefore, the concept of preparing for war can be seen as a means to achieve and preserve peace. **

While the Romans may have had legitimate grievances against Carthage, such as the violation of treaties and aggression towards Roman allies, their response, particularly the brutal tactics employed by Scipio Africanus, cannot be considered just.
